William Maxwell grew up in Clarksburg, graduated from Harvard College in 1949, and from the College of Law of West Virginia University in 1952. He began pacticing law in Charleston with the firm of Preston and Davis and retired from active practice as a partner in Spilman, Thomas, Battle and Klostermeyer.
