Dallas B. Shaffer was a founder of the West Virginia Humanities Council. He earned a B.A. from the University of Richmond and an M.A. and a Ph.D. from WVU. He was a professor of political science at Potomac State College and an ordained Episcopal minister. He was a member of the Commission to Eliminate Racism. He died in 2016.
